If a person is on life support without the hope of getting better or being able to enjoy their life, it would be more ethical to not allow them to continue to suffer, because suffering is all that they are doing. When it comes to contemplating whether or not to keep a person on life support, the case of Terri Schiavo is often considered. In 1990, Schiavo collapsed in her home from cardiac arrest, suffering massive brain damage; after a few months in the hospital, she was considered to be in a vegetative state, completely unaware of anything around her, even though she would occasionally respond to certain stimuli. She remained on life support for a few years, undergoing various therapies with the hope that she could be brought back to a state of awareness. Eight years later, when there was no sign or hope of improvement, her husband appealed to have her feeding tube removed, which would ultimately end her life. Schiavo’s estranged parents did not agree with this, and a battle ensued. The recommendations of the fashion designers are .far more vague. The group's call for better education of models and designers had nothing of the specifics of the B.M.I. scale. There are very good reasons for looking into this issue, and those reasons relate to health-the health of the models working in the fashion industry, and the health of the millions of young girls around the globe who view fashion models as role models. The industry needs to look very carefully at the issue and work with medical groups to come up with actions that don't simply mask the problem. This must be done so that other groups don't dictate the terms of the discussion. The broader issue here is one of creative freedom. Human resource practices within the organization act to maintain culture by giving employees a set of similar experiences (Langton Robbins 2006, p.338). 4.1.Challenges Employees can be resilient to completely adopt hotel’s culture; also they cannot be comfortable with the management style. One challenge for HRM is to deal with employees talking and listening to them in order to understand them and to apply corrective strategies. Even though in most of cases culture is taught and explained at induction sessions, managers may face circumstances where employees would lose interest on culture. Therefore culture should be reinforced by the use of different resources like staff events, posters, and staff evaluations. But the real challenge is whether HRM practices would evolve and adapt and become more important in an organisation or would disappear and be replaced by outsourcing and technology (Davidson, McPhail Barry 2011); it is also suggested that the type of organisation and its culture will regulate which of these possibilities occur in each organisation. HRM practices in hotels should remain but instead of being purely an administrative tool to hire personnel, HRM should become a strategic department. 4.2.Opportunities Having employees from different cultures will definitely enriched hotels’ culture. A multicultural organisation will be able to understand better customers’ needs and expectations according to their background. Another opportunity is that culture gives members an organisational identity which can lead to better understanding of their place within the organisation, and from there HRM practices can support and develop members towards a better future for them. Dawson Abbott (2011) argue that having the adequate HRM practices include recruiting and retaining the right people; but finding highly committed employees who show a greater understanding about the customers’ needs and desires is the biggest duty. A Little Cloud is the first of the maturity stories in Dubliners, preceded by Counterparts, Clay and A Painful Case. The story is archetypal of Joyces style and embraces all the key themes of, class, materialism, escapism and above all the paralysis and struggle of Ireland. The opinion that Ireland is a country lowly in comparison to the rest of Europe is enforced at the beginning of the story when Little Chandler says it was something to have a friend like [Gallaher] because he worked for the London press. The emphasis here is on the great city of London and Little Chandler has immeasurable respect for Gallaher as he has escaped the paralysis of Ireland in favour of this thriving city. The environment Chandler lives in is lacklustre and uninspiring, his writing tiresome the nurses he sees are untidy and the old men dozing on benches are decrepit. When Little Chandler thinks of his situation in Dublin a gentle melancholy [takes] possession of him which he feels [is] useless to struggle against. In A Painful Case a number of adjectives are used to convey the environment, such as disused, sombre and shallow. Joyce has subtly emphasised the burden of being a Dubliner and in particular the feeling of restriction which the characters are unwilling to challenge and from which they feel escape would be futile. There are recurring references to the colour brown (not just in the maturity stories) and Maria in Clay wears a brown raincoat, thus inadvertently resigning herself to the drab and motionless life of Dublin. Joyce contrasts two worlds in the story; the domestic, insular and paralysed Dublin with the fast-moving, energetic, cosmopolitan London and Europe. Little Chandler desires to belong to the wider, modern world and begins to despise his life with his family in Dublin. By juxtaposing Little Chandler with the successful, exuberant Gallaher, Joyce sets up an antithesis between the two worlds which they represent. The Act of Union of Great Britain and Ireland in 1800 abolished Irelands political centre, resulting in Dublin being a city in limbo, without a clear purpose and with a confused identity. This is evident throughout Dubliners, with inhabitants such as Little Chandler and Farrington all feeling trapped by the narrowness of Dublin life. There is a pervasive feeling that to be glamorous, like Ignatius Gallaher, one has to leave Ireland. Little Chandler believes London to be the key to his dreams and that if you wanted to succeed you had to go away. You could do nothing in Dublin. The attitude of Little Chandler to social class is indicated throughout. He encounters children in the slums of North Dublin as he passes on his way to meet his glamorous friend, Gallaher. The children are described as a horde, grimy and populating the street and depicted as vermin who crawled and squatted like mice. Little Chandler, like Duffy in A Painful Case feels himself to be superior to the people whom he passed, above the parochial, narrow interests of Dublin. He aspires to be a poet, loved by the more affluent English people. Chandler is shallow and materialistic, obsessed with appearance and class, excited about going to Corlesss because he knew the value of the name and the richly dressed ladies caught his eye. Gallaher says if he ever married, his wife must have a good fat account at the bank otherwise she wont do for me. If he marries he intends to play [his] cards properly and secure one of the thousand of rich Germans and Jews. He dismisses the sacrament of marriage as just business that could go stale, emphasising the immorality of London. The maturity stories all contain the presence of resentment in the main characters at the inevitable situation they have resigned themselves to living in. Joyce conveys Little Chandlers anger with a number of adjectives such as trembled, burst, convulsively and a paroxysm of sobbing. His cheeks later suffuse with shame which gives way to tears of remorse at his failure not only to fulfil his dreams but for the resentment he feels towards his family for thwarting his freedom. In Counterparts there is an established mood of anger with a bell rung, a heavy step and Farringtons spasms of rage. Joyce uses the symbol of the little cloud as an image of entrapment, not just hope; the little cloud of unhappiness hovering over his marriage to Annie, which restricts him from being the fun-loving bachelor like his idol Gallaher. Joyce incorporates the fantasy and captivation of exoticism and wealth in the dark Oriental eyes of the Rich Jewesses. Similar to fantasies of the East Joyce uses alcoholism as a method of escape from the stifling lives of the Dubliners and this is particularly prominent in A Little Cloud. Gallaher states that he drinks [his whisky] neat and that Little Chandler, who drinks very little doesnt know whats good for [him]. Sobriety is here seen as the reason why Chandlers life is so inartistic and dreary in comparison to Gallahers. Ireland is belittled and viewed as an engaging absurdity by the English when Gallaher says theyve got a great feeling for Ireland and the English were ready to eat [him] because he was Irish. Little Chandler wishes his name was more Irish-looking so as to endear the British with his book he dreams about publishing in London. This is ironic as Little Chandlers wishes to flee the restraints of Ireland yet feels dependant on his heritage. The story is highly symbolic of Irelands historical state; how the rest of Europe refuses to treat Ireland with respect symbolising Gallaher continually refusing Little Chandlers invitations to come for supper and to meet his family. Gallahers visit gives rise to an epiphany within Little Chandler, a feature Joyce includes in each of his stories, an anti climax when a character realises his escape to be defective. In the maturity series it is through the characters own personality flaw they render themselves incapable of escaping the life they constantly bemoan. In A Little Cloud Gallahers visit evokes a dull resentment within Little Chandler; he was useless, useless! A prisoner for life and he feels acutely the injustice of his life is next to Gallahers. Little Chandler believes the only way of escape is if he publishes a book in London, but he cannot complete this because the wailing of the child permanently permeates his ear. Little Chandler projects the resentment he feels at his lack of achievement in comparison to Gallaher, onto his wife and he is repelled by her passionless eyes and fantasises of the dark Oriental eyes of the Jewesses which Gallaher mentioned earlier in Corlesss. Little Chandler begins to feel a little disillusioned and Gallahers accent did not please him. London, which Gallaher hitherto represents, is now seen as gaudy and vulgar imprinting itself upon his original old personal charm and his vagrant and triumphant life upsets the equipoise of [Chandlers] sensitive nature. Little Chandler believes that Gallahers alleged friendliness to him is in fact patronisation just as he was patronising Ireland by his visit. He has been too consumed with his own anger and resentment at his own entrapment and the failure of his own dreams, to see through Gallahers version of an exotic, successful life. In A Painful Case Duffy becomes disillusioned with escaping, when Mrs Sinico caught up his hand passionately and similarly Little Chandler begins to wildly question Could [I] go to London?, [is] it too late? But Duffy bids his only distraction from the paralysis of Dublin Mrs Sinico, goodbye and is blatantly scared of commitment. The reunion with a conceited Gallaher reminds Little Chandler of what he hasnt achieved and he feels resentment which he thus inflicts on those around him. A Little Cloud is an evident example of Joyces maturity stories in keeping with the aspect that binds them together, the characters comprehension that all endeavours to escape are fruitless. Little Chandler and Duffy lacked conviction and ignored the opportunity that was once given to them for escape, something they blame everyone but themselves for. The characters Joyce writes of do not appreciate what they have, mourning instead for what they do not. The Dubliners are, like the city, reluctant to change and yet are embittered by the injustice of their paralysed lives. Duffy does not appreciate until the death of Mrs Sinico, that he will never have a chance of marriage, or to love, through which he could have forgotten the monotony of the city he cannot escape. Congruously, Little Chandler dismisses his family throughout A Little Cloud and when his personal epiphany dawns on him he realises his failure to his family, his cheeks suffuse with shame and he cries with tears of remorse as much out of guilt at the egocentric way he has behaved, as for his hopeless venture of escape.

A Calvinistic view would dive into God giving us free will, and ending up believing that God causes us to do the things that we do. If you believe that God created us all in his image then you would be against the Roman type of government because if we are all created in God’s image we are all created equally and no one person can be placed above another.   Ã‚  Ã‚  Ã‚  Ã‚  Paul, as well many of the Israelites hated the Roman government and its methods (e.g. crucifixion). But unlike many of his peers Paul felt that as cruel and unsatisfactory the Romans treated the Israelites Paul believed that â€Å"those authorities that exist have been instituted by God. Therefore whoever resists authority resists what God has appointed, and those who resist will incur judgment† Romans 13:1-2. Paul believes that all the current institutions were created by God. This might be because Paul himself was a minister of God that was ordained by God. He might also have believed the political institutions were like he was, ordained by God.   Ã‚  Ã‚  Ã‚  Ã‚  Paul also seemed to believe that since everything was according to God’s will that God created a state around and for the Israelites. A big portion of this gospel is also dedicated to the spreading of the gospel to everyone, even the gentiles. As the internet grows, so does the problem of spamming. With the evolution of the internet, there has been a love and hate relationship among the spammed and the spammers. Before going into discussing further about spamming, we have to actually define spamming: Spamming is sending a message or multiple copies of a message to many inappropriate newsgroups or sending a single or multiple copies of a message to any mailbox for an individual who did not specifically request the email1. If we look at it even more simply we can define spamming as â€Å"any unsolicited e-mail†2. Therefore any email that is sent without the will or asking of the receiver can be more or less called as spamming. This does not mean that the email is not desired or disliked by the receiver. Spanish Colonial Period (Mid-16th – late 19th century) – The Spanish culture, as reflected in the works of this literature period, showed a clash with the pre-colonial Filipino literature in the beginning. However, due to the length of stay of the colonizers, the Spanish culture was eventually imbued in the Filipino literature of the period; – Religion became an important theme that had influenced the early Filipino writings which had the presence of paganism – â€Å"Christian Folk-Tale†; – In addition, the influence of religion, besides on the daily life of the natives, was lead by the friar/missionary/parish priest who were appointed by the Spanish government; – Despite the goal of the Spanish government to turn the country into a full-fledged European colony, the Spanish influence ironically inspired a reformation from the natives, which eventually turned into a revolution; – Yet regardless of the conflicts that plagued the relationship between the Spaniards and the Filipinos, a sense of nationalism was formed among the oppressed, and had caused them to rise up to a nationalistic cause; – The essay genre was recognized amidst the scene of editorial protest – Jose Rizal and Plaridel (Marcelo H. III. American Colonial Period (Late 19th – Mid-20th century) – The gradual decline of the Philippine literature written in Spanish; – The English language eventually became the medium of writing and instruction in schools; – As the Spanish colonizers left the country in accordance with the Treaty of Paris, the spirit of nationalism and the desire to be acknowledged of independence did not disappear just yet. Instead, these uniting forces geared into revolting against the new colonizers; – During the American colonization period, Philippine literature reflected the ethos of its people under a new role. However, these day-to-day experiences under a new foreign influence, as well as sentiments, were expressed through the English language; – The Spanish ‘sarsuwela’ was eventually replaced by the ‘drama’; – One major influence of the American occupation on the Filipino literature is its refining in the context of the content and the form. Furthermore, because of this broadened knowledge on the field of literature through the education provided by the American government, Philippine literature has become more than a tradition formed by culture. It has become an art which succeeding poets, fictionists, and playwrights continue to build upon and enrich in every generation; – Beginning with Rizal’s use of social realism as one of the major  themes for his two major novels, the literature during the American colonization also became an involvement, not just reflecting the Filipino experience – a strengthened sense of nationalism deeply rooted in the Filipino pride and culture; – Unlike in the Spanish colonization period wherein female writers (e. g. Gregoria de Jesus) were overshadowed by their more dominant, male contemporaries – as a result of the education only being provided to a selected and privileged few – during the American occupation, women have had their opportunity to enhance their talent by being educated on the craft. Cheating in Sports Essay

Cheating occurs everywhere. Somebody right now in a classroom, baseball park, football field, basketball court, or a workplace is secretly cheating to be one step ahead of his competition at all times. Some say it is the nature of competition that arises these cheaters, but others believe it is the enormous amount of pressure that is put on these athletes. Although many current athletes secretly follow the cheating paths of Barry Bonds and Lance Armstrong to excel in their respective sports, they fail to realize the culture of cheating changes the way people look at the sport. Performance enhancing drugs are used by professional athletes to improve their efficiency. Performance enhancing drugs, or steroids, increases testosterone in the body and helps athletes recover from injuries quicker and most importantly it promotes muscle growth. Steroids quickly transforms these athletes to superstars who continually break records with relative ease. With the expectations of fans nowadays on these athletes, winning has become more important than being loyal to the game. Remember, this is their career that these athletes are putting in jeopardy but many forget that and look at the high risk high reward, with the high reward being the millions of dollars they will receive for being the top performer. The use of these steroids have become a major concern for the United States Anti Doping Agency because these athletes and trainers are always finding different ways to get passed the testing system. What convinces these athletes that cheating is fair? Is it the trainers who amaze these athletes by showing the freakish results they can achieve by using steroids? Are they intrigued by the millions of dollars a Most Valuable Player award surely will translate. Is it the will and determination to win every game? Some will cheat just to stop their rivals from achieving greatness. Arguably one of the greatest baseball players of all time Barry Bonds is one of the biggest cheaters in sports history. A major league baseball player for twenty one years for the Pittsburgh Pirates and mainly the San Francisco Giants, Bonds holds numerous records including Most home runs of all time, single season home run record, seven Most Valuable Player awards, four consecutive, and many more. Bonds started his career with the Pittsburgh Pirates where he was a slim speedy outfielder with moderate power. He single handedly led the Pirates to several deep playoff runs but he just could not get his team over the hump of winning the championship. In 1993 Bonds left the Pirates to join the Giants on at that time the highest paid contract in baseball. In San Francisco, he became one of the best sluggers in history. Each year fans expected him to be in the final voting for the Most Valuable Player award and Bonds did exactly that. Throughout his years it became noticeable how his body physique was drastically changing. Barry Bonds transformed from a moderate powerful batter combined with speed to steal bases into a bodybuilder body that took pleasure in abusing opposing star pitchers. Since 2003, Barry Bonds’ name has been a key figure in the BALCO scandal. Just like any athlete he denied that the use of performance enhancing drugs were the reason why he had such a career. In 2007, he was indicted because he allegedly lied under oath in court about his involvement with steroids. During this scandal there were many allegations that proved Bonds had failed drug tests back in 2001 and 2000 after having his most productive seasons. These paperwork showed that even his trainer at the time, Greg Anderson, was indicted by the grand jury for distributing anabolic steroids to many of his baseball clients. Even with all of this information, Barry Bonds denied and said the change of his body was not because of steroids but a strict diet and workout program. He was convicted on April 13, 2011 on the obstruction of justice charge for trying to avoid a question when asked under oath. Although his sentence did not include prison time, he lost every ounce of respect from h is beloved fans and his complete career now has an asterisk next to it. With the evolution of steroids in baseball it may be inevitable before every athlete is cheating. You may think if everyone used steroids the game would be more entertaining with more home runs and action packed games, but fail consider the health risks these drugs have. The use of these drugs are not accidental they are used to gain an advantage over the opponent. If every athlete was using drugs it would be natural for them to knowingly increase the dosage and potentially damage their bodies fatally. Easily the most dangerous cheater of all time goes to the cyclist by the name of Lance Armstrong. Mr. Armstrong is a cancer survivor and 7 time Tour de France winner. At age 25 he was diagnosed with cancer and had immediate surgery and chemotherapy to save his life. Doctors said that Lance Armstrong had less than a 40% chance of survival during this stage in his life. Despite all of this he remained focused on his secret doping to make a return to the sport of cycling and he did just that. Lance came back to win 5 more Tour De France titles and went down as the best cyclist of all time. For much of his career many doubted that Lance Armstrong could achieve all of this without the use of some type of performance enhancing drugs. Just like Barry Bonds, Lance Armstrong worked with a controversial trainer who was linked to distributing steroids. Armstrong continued to deny every single true allegation that was thrown at him by using the excuse that he had passed over 600 drug tests throughout his career. Then came the USADA investigation in 2011-2012 that accused him of not only using steroids but trafficking drugs based testimonies that were submitted by former teammates and friends. He was accused of putting pressure on his teammates to take steroids to make sure the team would win the Tour de France. Lance Armstrong turned out to be the biggest bully in sports history because he would sue every person that allegedly said he took performance enhancing drugs. He lied continuingly in court and took the money of these people who were speaking the truth. These people were his teammates and friends that were there for him when he had cancer. In January 2013 Lance Armstrong finally came clean and admitted to Oprah Winfrey in a television interview that he was guilty of using all the drugs he was accused of taking. The scariest part of the interview was when he said at the time he felt like there was nothing wrong with what he was doing because everybody else cheated also so it felt like fair game. After all these cruel years of lying, cheating, and tainted titles, Lance Armstrong has rightfully been banned from participating in sports. In conclusion, there is nobody out there that can stop these grown male and female athletes worldwide to stop cheating and play the game how its supposed to be played. There is no doubt, however, that all this increased cheating has tainted every sports’ reputation and all time records mean nothing now. The only solution that could combat the cheaters is to give out lifelong bans for positive cheating tests. Nowadays the only penalty these players receive is a lengthy suspension, but by the time these athletes have been caught the outcome of the games and records have been broken.

Pomio District Electronic Tertiary Student Subsidy Funding (TSSF) system

This proposal document provides a discussion of the context of the project including the background, problem statement, purpose and significance of the project. It also discusses the review of literature pertaining to the project such as significant terms and concepts, high-level description of the proposed solution of the ETSSF system. Further, it discusses the methodology that could be used to develop the proposed solution including theories, models, processes and/or technologies. Finally, it discusses the tentative schedule and key deliverables of the project, glossary of key terminologies and references used to develop this proposal. Background†Going to university is big step in your life and career. It's a wonderful opportunity to further your knowledge, discover your passion and equip yourself with the right skills for your dream job. But, like most things in life, it requires a sacrifice of time, energy and financial resources† (Career Wise, 2017, para 1). It comes to the government attention that, they realised the students are the future human resource for the country and they must invest in them while still a student. Thus, the government introduce Tuition Fee Free Education which reduce the parent's burden. Pomio is located in the remote area of East New Britain Province (ENBP), Papua New Guinea (PNG) and it is also one of the District of ENBP known as Pomio District. Pomio District introduced the Tertiary Student Subsidy Funding in 2014, purposely to support the parents paying for their sibling's school fees. It is restricted only to the Pomio citizen who attended and will be attended recognized Tertiary institution. Since Pomio District is in the remote area, there are lack of roads connectivity due to the lack of development. Pomio District decided to allow its Local Level Government (LLG) to implement TSSF because people are scattered apart. Currently, in all the LLGs of Pomio District the student need to show their acceptance letter then will receive a TSSF application form. After filling the form they then attach the form with their acceptance letter and also the transcript except the new intake and submit them to the LLGs staff. The president sign the papers then bring all the application letter to the District Headquarter. Some LLG president will be traveling on the boat, some will be walking for one to two days and some will be traveling on the vehicle to reach the headquarters on a good weather condition. The District Administration then approve the list and travel on a boat to Kokopo bank branch to make the payment and send the list to registrars of Tertiary institution in PNG that the students attended. Problem statement Pomio District geographical is one of the factor that affect the travelling condition during bad weather for the Presidents of five LLG to reach the District Headquarter which caused delay in payment. Some non- Pomio citizens are also benefit from the TSSF through nepotism that is being practiced by the LLG staffs. There are also some student left out because their application form (papers) are being misplaced by either the LLGs staff or the District Headquarter staff. The staff need to thoroughly check through its student application form for necessary information needed and the same thing apply in the District Headquarter which is time consuming. Purpose & significance Electronic Tertiary Student Subsidy Funding (ETSSF) is an online financial scheme system for the Tertiary Student in the District level, in this case is the Pomio District. ETSSF help the LLG's staff to record all the student information through desktop application on time. The web application allow the district Headquarter staff to view the Tertiary student summary and either produce a cheque for school fee payment or make an online payment which make it easier to pay on time before the registration period of all Tertiary Institution. Literature reviewAbstraction ETSSF can also be referred to as the Tertiary Student Financial Scheme (TSFS) that practice in some countries. The developed Countries implementing TSFS in varies context online whereas the developing countries implementing the system manually in different context depending on government Policies. In this review focusing on ETSSF will be more elaborate on the functionality, previous project and benefit of the system. What is Electronic Tertiary Student Subsidy Funding? ETSSF is an online payment made by the LLGs to assist the parents in financial factor for their children who attend high institution. The fund is a public fund from the government allocate for the student.What are the functionalities of the ETSSF?ETSSF is the online system for the LLGs staff and the District Headquarters Staff that will be running on the desktop application and web application. The LLGs staff will use the desktop application to fill up the Student application Form or update the student detail on the Form then submit. The student data will be stored in the student database then the web application will retrieve the information in the database which will be viewed by the hand- user. The SOAP (simple object Protocol) allow the web server running on the hand-user computer using XML (extensible mark-up language). The hand-user can invoke web service and receive response since HTTP is installed and running in all operation system. The hand-users are the District Headquarter staffs that will view the Tertiary Student summary which the system will automatically create the total amount to be paid, list of student per institution then it can make an online payment or produce a cheque. Figure 1: illustrate the how the propose system process information. Previous Project Many countries have the FSFS system in the form of grant financial assistance and loan financial assistance but contradict in some measures applied by their government in Education sector. Apart from all the countries, Hong Kong has the similar project like the ETSSF which is managed by the student finance office abroad the nation (Student Finance office, 2015 & 2018, page 1). Benefits When implementing the system in the District Level, there are some benefits the ETSSF will provide such as; Reduce the transport cost- currently the transportation cost to the District headquarters from the different LLG is too costly because the district is in the remote areas where people a scattered apart from each other. All student will be registered- Everything will be done on time as schedule that will benefit the student especially during the registration week. Reduce Time consuming- application will be used to create application form to record student details, that will be stored in the database, then web application retrieve and manipulate it via network for the District staff to view student record rather than the manual system Conclusion Therefore, ETSSF is the system that will be implemented in the District Level to help the LLGs staffs and District Headquarters deal with subsidy funding for the Tertiary Student on time. The application will create accessibilities between the LLGS and the Headquarters. Proposed solution Description The Electronic Tertiary Student Subsidy Funding will have the desktop application and web application for the Pomio District Staff to access the system. ETSSF is a newly subsystem of TSFS that propose for the District level to access it whereas for the TSFS is a broad system for the whole country. The LLG staffs will use the desktop application to record the student details and update the student information. Regarding the confirmation purposes the system will verify the student to the District Database to prove if he or she is a citizen of Pomio. The hand user are the District staff such as the District Administration, Member of Parliament (MP) and Finance officer will use the web application to view the student detail, total number of student, list of student in each university, total subsidy funding, and provide fees payment option for the finance officer to either make the payment online or cheques payment. The system will provide the online payment accessibility and it also can produce a cheque. The ETSSF will automatically calculate the total fee and produce a list of the student under the university that they will be attended. The system will also keep record of how many student the District has been assisted with Funding scheme. ComponentsThe ETSSF system will include two external users, the LLG staffs and the Headquarter staffs. The desktop application and web application will be used to help the LLGs staff record and update student details. The District Headquarters staff will be able to view all the details which will be automatically generated by the system. The ETSSF will also allow the financial staff to do the payment either online or cheque payment which the cheque will be generated by the system also. 4.2.1 Context Diagram Figure 2: The diagram above show the information from the staff to the propose system and from the propose system to the District Headquarters staff. 5. Methodology 5.1 Project framework Tertiary Student Financial scheme is the large system practice in many developed countries online and also practice in Papua New Guinea manually. ETSSF is a subsystem of the TSFS and is a newly propose system that will be established in the district level. However, the propose system is an online system rather than manual system. The newly propose system will be developed using the iteration system development approach. The basic idea behind this method is to develop a system through repeated cycles (iterative) and in smaller portions at a time (incremental), allowing software developers to take advantage of what was learned during development of earlier parts or versions of the system (Wikipedia, 2018, para 2). After the system being implemented failure may be identify and the system should be updated in the future. The diagram below show the development of the propose system model using iteration system approach over the SDLC. Figure 3: show the iteration system approach which the propose system will be developed upon. Technologies The different technologies the propose system will be using are; Visual Studio.Net (2013/2010) C# or C++ – visual Basic is a technological tool use to create the desktop application for the data recording and updating. Object-oriented programming can be apply to produce the desktop application. Workbench MySQL and XAMPP server- is a server that store all the student record in the student database. It can be run on the web server in the datacentre for the district. ASP.Net – is a technology tool use to support or create web application to make it possible for the district headquarters by creating its website. It will be used to create the website of the system. Tentative schedule The propose system will be done according to the schedule below. Figure 4: show the schedule of the propose project in the iteration life cycle. If the system is test and encounter a problem then analyse the system again and repeat the whole process until the final system is complete. Key deliverables The Propose system key deliverable after completion is to deliver; Accessibility for the student to apply for the Subsidy funding and the Headquarters Staff to access the student application form. Transparency which will avoid wantok system or nepotism meaning no non-Pomio citizen will be subsidize under the District Fund due to their relative working in the LLGs. Public Education Financing Essay

Abstract The main purpose of this paper is to provide a study on how public educational financing is done in the US.   Its current status, what are the common sources of funds that the US government is getting in order to provide an effective support for the students and their families.   It will also provide readers as to how really educational assistance can be applied in the US setting.   Introduction    How many time did we heard about the news about poverty, unemployment and even problem regarding security in the country or in the world or issues in the business which are over emphasized nowadays.   Actually all of these are inter-elated to the problem of education.   In most political studies, it was said that education is one of the main barometer of a country’s progress, which is definitely true.   You can name some emerging markets and highly prioritized education countries that put their economic growth on a higher level. Like for instance, India and Korea, their main success was actually not about the many investment they have started or the ever friendly relationship that the country have prioritized over the years just to invite foreign investment in the country.   But, what these countries did, as how Japan did decades in the past, is to enrich their educational system.   An educational system that is being the main priority and everything follows.   Just like in Korea, specifically South Korea, what the government done, is to send all their top scholar abroad with government financing their studies, like in best universities in Europe and in the US, what they have studied and patiently done by also their own way as well like tremendous research and knowledge on the latest trend either in technology, business and management.   These altogether has come up into something what Korea has been so proud of, and the is inventing and producing their own world class products, from the simple gadgets, like cell phones, appliances, like TV and even up to ergonomically designed cars, which are now greatly accepted in the global market. For India, it is more on targeting what they can have as strength, the effective way of the government fully supporting their own people by not allowing most of the top notch University Graduate to easily earn their degree without any post certification has been a standard across most of its known University.   Take for instance in IT where most graduates are required to take certification programs has made their graduates highly competitive against their neighboring countries, not only that their labor cost is also not that high, since the cost of living in the country is also well controlled by the government.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   For both of this countries is all brought out by effective and efficient prioritization done by the government and to really focus on improving their educational system as well as controlling foreign interference and always look at the local standard of life, like in India which helps their graduates to be competitive since the cost of living is not that raising too much.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In education, there are two main category, private educational system and public.   For the latter which is the main focus of this research has been always challenge on how it can deliver effective and well allocated financial support for its people.   Actually, this paper’s main objective is to provide a presentation as well as critical analysis on the current public school of the US, most especially in the financing side.   And from the findings, provide at least some meaningful suggestion as to how it can improve the process, in order to greatly improve the service it gives for the people, most especially the deserving families in the US. Finance Program in the US   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In the United States, Public education financing continued to be a very hard task to do.   This is for the reason that there are so many states in the country and each of the state has a different needs, factors that affects the better management of its finance system includes, cultural aspect, like as it is common, US has been a country of many nationalities and it has been common fact and this becomes a true big attention to look at since different culture m9ight have different needs, secondly, there are also issues in the current status of each state, like in terms of its domestic product, other state has a better economic performance and this can easily help in the implementation of public school financing for that certain state, but however for others that are purely depending on financial aid which may come from private or public sources are always a challenge to evaluate and probably improves the local process in order to achieve better financial system for that state.   In other words, even the government have establishes a country wide policies, there are still times which is mostly, that these policies need to be change a little in order to address the exact needs of the state.   (Public School Finance Program of the United States and Canada, n.d.).   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   It is true that the US government has provided a lot of attention in supporting families to overcome the ever increasing cost of education.   Just like in most European countries where there tax automatically works in their educational system.   In the US it does not actually works exactly like that, what happen is that for the public educational system, it provides these sources usually through Federal Government.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The very basic requirement are the following, first, there is a financial need, where the income of the family have shown that the incapacity to send their children in school is relatively present.   Second, is that there is an education requirement, meaning the child has shown great interest in pursuing education, and lastly, is to apply and comply for legal requirements.   There are also different types of student Aid that the student might apply, depending upon on the appropriateness of the need, which the public educational agency can help in attaining the request, (1) Grants, (2) Work Study and (3) Loans.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Grants, is the support that provide by the US government for deserving students which families does not really have the capacity to send their children to school.   The family will just present to the agency the required documents that show that their income is not enough to send their children to school.   For the second type, Work Study is allowing students to work part-time in order for them to finance their studies.    This is one of the common and applied system that the government gives to young adults that is not only teaching them how to live their life in a mature way but also finding it more importance I their study as well, since they work to study and the every dollar that they earn is shown to be very important for them.   Lastly, for Loans, these are borrowed amount of money by the student that needs to be repaid.   This is also allowed or be given to families that shown no capacity to let their children to go to school.   The local federal agencies are also helping these students to be approved in this application.   This can also be done in terms or depending on the agreed payment scheme.   (The Guide to federal Student Aid 2007-2008, n.d). Revenue sources for State Funds   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The following figures and table have shown that most of the source of revenue that supports the public education in the US, comes from the state resources, where it also a true showing that the country’s income were also come from the state as well.   Then it followed by the income from the local property taxes, then other sources of earnings from the state and lastly is from the federal sources, which is expected to be low because it does not actually expect much earning from them.   (See Figure 1 and 2). NOTE:  Current expenditures include instruction, instruction-related, support services, and other elementary/secondary current expenditures, but exclude expenditures on capital outlay, other programs, and interest on long-term debt. TABLE 1 Percentage distribution of total revenue for public elementary and secondary education in the United States, by region and revenue source: 1989–90 to 2002–05 Public School Revenue Changes in its Main Sources of Revenues   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   It is very common as well that many changes in the public school revenue happen.   This can either brought out by economic changes through implementation of new policies or it can really come from the result of earnings from both the national and local level.   Since it is not only education is the priority of the US government and it needs to strike the balance between other priorities, like labor related requirements, infrastructure and other business and economic requirements which are also vital in the development or progress of the country.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Just to show the exact school year spending per region in the US starting from 1990 to 2004, which would already gives the trend that the country might be using.   (See Figure 3). Figure 3   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In this result the Midwest has experienced decrease because local funding has dropped by 55% percent of all revenue for public elementary and secondary education in 1989–90 to 44 percent in 2003–04. Declines in the proportion of property tax revenue accounted for most of this decrease. For the Northeast it also experienced a drop in the proportion of revenue from local sources. In both regions, there were increases in the proportion of total revenue from federal and state sources. While in year ’03 and ‘04, as in earlier years, the Northeast has depended on a greater degree on property tax revenues than the other regions. The difference in the reliance on property tax revenues between the Northeast and the Midwest was greater in year 2003 and 2004 than in 89 and 90.   (Changes in Sources of Public School Revenue, n.d.). The Impact of Energy Crisis has given Problem to US Public School Spending   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   It as during the start of 1990, where US have experienced problems in well allocating funds for public schools and this continues to provide some big problems in the country.   It is only with the help of some private institution and agencies that lift the government obligations in addressing some of these issues.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In many times the Federal Aid, through its loan, grants and work study benefits have given an extra assistance for the many students in the US.   And this has shown by the closed cooperation between the government and private firms, which makes everything possible.   Wit the continuous problem that are happening in the global economy, the immediate reaction of US government in controlling the cause by providing an extra effort of polishing the local and even sometimes if needed national policies also has provided big help in helping the public school financial assistance.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The finding directly comes from examining the direct impact of energy increase on the US public school system and the results where:   On the average, school districts spent $137 per pupil on energy expenditures in fiscal year 00. For fiscal year 01, they budgeted an 11 percent increase, raising their budgets to $152 per pupil. However, actual fiscal years 01 per pupil energy expenditures, at $166 per pupil, were 22 percent higher than in fiscal year 00. The average district experienced a 9 percent shortfall between what it had budgeted for fiscal year 01 and its actual expenditures. The average school district budgeted $176 per pupil for fiscal year 02 energy needs, or a 6 percent increase over what it actually spent in fiscal year 01. This $24 per pupil increase over fiscal year 01 budgeted costs translated into an increase of about $1 billion in expected costs. But, as it was stated earlier there were a lot of efforts made by both the local and national government in addressing the issue, which has provided a good lift for the US public school financing agencies.   And all of this effort is by improving by the facilities, which has given the needed help and assistance.   Like, 39 percent locked in rates with one or more energy vendors, 29 percent participated in consortia that negotiated prices with third-party energy vendors, 12 percent instituted or increased fees to use facilities, and 7 percent closed schools or sent students home early for at least 1 day. In the following fiscal year, it was continued 47 percent of the nation’s districts renovated or retrofitted existing facilities, 44 percent locked in rates, 33 percent participated in consortia, 15 percent instituted or increased fees to use facilities, and 6 percent closed schools or sent students home early for at least 1 day. With this result the government has effectively and efficiently counter act the problem.   (Effects of Energy Needs and Expenditures on U.S. Public Schools, n.d.). Estimation Standards Helps Improve Public School Expenditure   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The US government has also conducted great effort by allowing every state to formulate their own spending estimation, which gives better result since the local government has more accurate data and analysis over their need.   It was the standards are estimated using frontier regression techniques which adjust for the differential levels of efficiency of resource usage across different school districts.   This standard has help a lot for better and almost accurate estimation for the public school spending in each district or state.   (Dopuch, Nicholas & Gupta, Mahendra, n.d.). Conclusion   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In this report it shows how United States has provided its best effort in addressing the issue of public school financing.   This shows that with the help of its earnings that comes from the state as well as other revenues that it generates; it helps public schools in its financial needs.   It also shows that the government has provided its best effort in providing every adjustment to help the agencies in addressing the issue, like in this case the government has effectively improve the energy renovation of most public schools.   But most importantly the importance of Federal Aid, which provides a wide variety of assistance to students who are in need of financial aid, such as grants, work study and loans, which have shown big support for public schools in particular.
